project idea note (PIN)

PIN - Project Idea Note is a document created when a Clean Develompent Mechanism (CDM) project took place. The document is used under a format that allows to know all the aspects of the project, specially the greenhouse gases (GHG) mitigation. This document is not a required documentation for the United Nations Framework Convention for Climate Change (UNFCCC) for registration, but it is for the Intersecretarial Comission for Climate Change (CICC) which is the Designated National Authority (DNA).

For the countries registred in the Kyoto Protocol under the CDM scheme, the PIN documents is very helpfull to avoid futures rejections or reviews form the UNFCCC, because the PIN has the project reachs and viability. There are many PIN forms, with different structures in their content; however, the CICC uses a specific format for their approval and the emission of the No Objection Letter.

The PIN format has to contain in first place the project description, parties informations and the geographic locations of the project activities. In the second section, has a description of the methodolgies that would be used in the project, the type of greenhouse gases (GHG) emissions that would be mitigated and a resume of actual, futures and mitigated emissions per year.

The third section the information would be about the contribution to sustainable development in the region of the project, particulary the benefits of the mitigated GHG emissions and the applied technologies; also has to contain the law support of the project activities. The fouth section has a financial resume of the project costs, financial sources and estimated income for the commercialization of the Certified Emission Reductions (CERs).

Also in this section includes the project return of investment (ROI) with and without the CERs income. It can be added a fifth section in the PIN with relevant aspects for the project as a appendix or notes with the purpose of been more clear in the project viability analysis.

follow up

To register a CDM project before the UNFCCC, the devolpment of the PIN could be the first step in the whole process, because it has to be delivered to the CICC for his evaluation and approval with the emission of the No Objection Letter. Also the PIN is used as the start point of the Project Design Document.

project design document (PDD)

PDD– Project Design Document is the document required in the CDM normativity, by which can be established the viability of the project from the Kyoto Protocol parties (the UNFCCC Excecutive Board and DNA), if the additional GHG emissions reductions took place in it and if the project has the apropiated reference bases and monitoring plans.

The format of the PDD was designed by the UNFCCC and has to be filled in english, because it would be published in the Kyoto Protocol website and could be submited to international opinion.
