intersecretarial comission for climate change To register a project with the UNFCCC under the Kyoto Protocol, it's necessary to have the approval of the Designed National Authority (DNA). The DNA is the authority designated by the Kyoto Protocol to review and national approval of the Clean Development Mechanism (CDM) projects, and their functions are regulated in the Marrakech Accords (MA). In México, these authority is the Intersecretarial Comission for Climate Change (CICC in spanish) which is integrated bymany governamental ministries such as: Hacienda y Crédito Público (SHCP - Finance Ministry), Economy (SE), Energy (SENER) and Environment & Natural Resources (SEMARNAT). carbon market funds in Mexico There are several funds for the CDM projects development but not too many in Mexico. The Mexican Carbon Fund (Fomecar) borns with the need of financing CDM projects in Mexico, and for sustainable development projects also. These organism are integrated by four entities: SEMARNAT, BANCOMEXT, Nacional Financiera and Centro Mario Molina. The resources of the fund are destinated to the elaboration of the documents that will be presented to the CICC and UNFCCC: The Project Idea Note (PIN) for the CICC and the Project Design Document (PDD) for the UNFCCC.
